Polish pilot - selection of a framework for individual processes
Due to the number of decisions that had to be made in order to create a deliberative process framework for the Polish pilot, we held a series of meetings with project partners to discuss the various issues.
In the end, we decided on the following deliberative process using game and play methods:
In the end, in consultation with the partners, we decided to conduct the process with people from Ukraine who are long-term residents of temporary accommodation centers.
The topic of the process became the issue of the relationship between the security associated with the institution's provision of housing and the restrictions on the personal freedom of those who reside in the centers. The topic was set top-down, by us together with organizations and institutions. On the other hand, we were also interested in gaining insight into the difference in perspectives on security and freedom between those involved in relief activities and those whose lives depend on the framework of the institutions with which they have direct contact through living in the centers.
Due to the choice of topic, the deliberative process involved only people who were living in the centers at the time of recruitment. We wanted to learn about their perspectives:
on what the relationship is between the people who live in the centers and the entities that manage them;
what resources, affecting their safety and freedom in the centers, are available to them, and what they lack;
what their perspective on defining their safety and freedom looks like compared to the perspectives of the entities that manage the centers.
As part of the recruitment process, we chose criteria that allowed us to learn about the diverse perspectives on the topic indicated and related to the diversity of needs vis-à-vis the institution's actions towards people in a certain situation.
From the scope of using play and game methods, we decided to use methods that have elements of both processes. In the end, it was crucial for us that the tools used allow for an effective deliberative process for those participating and the possibility of activity for people with diverse skills. In the end, together with the Game Changers Academy, we selected a set of tools that fully matched the objectives chosen for the individual meetings during the process.
The process ultimately took place on three consecutive Saturdays. We made the decision that an alternative way of conducting the workshop could have resulted in a greater likelihood of dropout among those participating.
We decided not to include people under the age of 18, as this would have required more activity on the part of the cooperating organizations in terms of proper formal preparation of the process, as well as a more restrictive framework in the process itself to allow these people to participate on an equal basis.
