A participatory process is a sequence of participatory activities (e.g. first filling out a survey, then making proposals, discussing them in face-to-face or virtual meetings, and finally prioritizing them) with the aim of defining and making a decision on a specific topic.

Examples of participatory processes are: a process of electing committee members (where candidatures are first presented, then debated and finally a candidacy is chosen), participatory budgets (where proposals are made, valued economically and voted on with the money available), a strategic planning process, the collaborative drafting of a regulation or norm, the design of an urban space or the production of a public policy plan.

Traditional approaches to democratic innovation are often top-down with little consideration of diversity and access. INSPIRE seeks to challenge this model by co-designing participatory spaces with groups historically marginalised from policymaking and public life and take an intersectional approach to inequality.

In this pilot, 15 young people from the West Midlands collaborate with policymakers, youth organisations, and local communities to co-create policies that support equitable access to work experience, training, and employment.

In this pilot we are using Legislative Theater. This online space supports the process and opens it to other young people and organisations to share resources, ideas, and reflections with peers and organisations across the region.

As the process evolves, young people will shape this online space in a way that works for them. This will help inform discussions, identify areas for amendment, and shape collective contributions during interactive events.
