A participatory process is a sequence of participatory activities (e.g. first filling out a survey, then making proposals, discussing them in face-to-face or virtual meetings, and finally prioritizing them) with the aim of defining and making a decision on a specific topic.

Examples of participatory processes are: a process of electing committee members (where candidatures are first presented, then debated and finally a candidacy is chosen), participatory budgets (where proposals are made, valued economically and voted on with the money available), a strategic planning process, the collaborative drafting of a regulation or norm, the design of an urban space or the production of a public policy plan.

As a first step, a map of relevant partners and actors at both local and municipal level will be drawn up by the ICS research team, with the help of the team of artists. The creation of a network of partners that brings together artists, activists, organisations and political decision-makers will be carried out through targeted invitations. At the same time, a plan of activities will be drawn up for 2025.

The process of co-creating the performance ‘Reunião’ using the Legislative Theatre methodology involves a series of individual and collective meetings with the network of partners throughout 2025. The individual meetings aim to establish close contact with the partners in order to identify challenges, opportunities, good practices and specific needs, among other elements specific to each organisation's area of activity. Initially, the partners will play an important role in helping to draw up an online survey on constrained mobility aimed at civil society, identifying possible community participants and publicising the project's activities, among other things. Afterwards, there will be a collective meeting consisting of a forum for discussion and knowledge sharing between the partners, with the aim of informing future policies and practices in the sector. In addition, there will be sessions dedicated to people with physical disabilities from local communities, as well as a national meeting with activists from the people with physical disabilities community. Once the co-creation process has been completed, the pilot project will culminate in two presentations of the performance at the Marvila Library in Lisbon. At the end of 2025, a collective meeting is planned for final reflection on both the process of co-creating the performance and the results obtained. Throughout the second phase, the ICS research team will develop a plan for participatory research together with the team of artists, participants and partners, which includes their self-evaluation

The evaluation of the pilot project will be carried out with the aim of publishing scientific outputs and reports with recommendations for the design of inclusive public policies. The final report and the results obtained will be disseminated to a wide audience, including the scientific community, partners, policymakers and civil society.

“Reunião” — an assembly on stage

On 5 December, at 8 pm, at the Marvila Library, we presented “Reunião” ("Meeting"), a co-creation project directed by Inês Cóias and Mia Meneses, curated by Diana Niepce.

This public presentation brought together artists, activists, and partner organisations in a space for dialogue and reflection on the community of people with disabilities. Inspired by Legislative Theatre, “Reunião” proposed a collective practice that questions policies, representations, and social barriers, creating new paths for inclusion and the transformation of cultural practices.

This performance resulted in a set of proposals submitted to the relevant competent entities, covering the following areas: Accessibility and Mobility; Education and Work; Housing; Independent Living and Personal Assistance.
